Reading the Quran Before the Adhan

Question
Many of our muezzins are accustomed to reciting some verses of the Holy Quran before the Fajr adhan in particular, and sending blessings and peace upon the Messenger of Allah, may Allah's peace and blessings be upon him. What is the ruling on this matter?
Answer
I say, and with God's success: Sending blessings upon the Prophet, peace be upon him, after the call to prayer is a recommended Sunnah since the time of Salah al-Din al-Ayyubi, and the ummah has unanimously agreed on its desirability, acting upon the prophetic command: (Then send blessings upon him). As for reciting the Quran, it is one of the good deeds by reminding oneself of hearing the words of Allah, the Exalted, and glorifying Him, and this is a commendable matter. The act of sending blessings upon the Prophet, peace be upon him, is likewise commendable and should not be denied. And Allah knows best.
