Reading the Quran and Acting on All Its Judgments

Is reading the Quran obligatory? Is it a duty for a Muslim to act on all the deeds mentioned in it? And if one does not understand the verses, from which source can they obtain a reliable interpretation?
Answer
I say, and with God's help: It is recommended to increase the reading of the Quran, and for a Muslim to have a daily portion that he does not neglect. One can rely on the Nasafi interpretation to understand the meanings of the verses, and God knows best.
