I say, and with God's success: There is no specific limitation for the Witr prayer or any other prayers, and it is permissible for the worshiper to recite whatever they wish from the Quran. These surahs have been reported to be recited in Witr by the Prophet, peace be upon him, as a preference, and God knows best.
