I say, and with God's success: If there is enough time for you to pray the two units of the Sunnah prayer in a corner of the mosque and you are certain that you will catch the congregation, then you should pray them and join the congregation. If there is not enough time, then you should join the congregation, and the Sunnah is not to be made up. However, if one prays two units of voluntary prayer after the time of dislike has ended, after sunrise, to gain reward for what has been missed, that is better. And God knows best.
