I say, and with God's help: It is not permissible to initiate greetings to non-Muslims in this manner; due to his saying : "Do not initiate greetings to the Jews and Christians" narrated by Muslim. It is appropriate to respond to them, and one should say in response to the greeting of a non-Muslim: "And upon you" or "And upon you all," and God knows best.
