Paying Zakat to Someone Who Appears to Be Poor

A lady was complaining about her need for money, and she was receiving zakat. However, the person who was giving her zakat discovered that she did not actually need it and that she was taking it to live a luxurious life. What is the ruling on the money that was given to her? Is it considered zakat, or is she required to pay it back?
Answer
I say, and with God's help: What you paid as zakat for her is valid; because we are tasked with assumption, and she assumed that she was poor, so she paid it to her, and it is permissible, and God knows best.
