It was said to him that he is considered poor, and it is permissible for him to take zakat until he has (23) thousand, at which point he is prohibited from receiving it; because the threshold for prohibition from receiving zakat is calculated after the debt is fully paid. I say, and with God's help: If the debt is deferred and not due, then he is wealthy and must pay zakat on the money he has. If the debt is due, he is considered poor, and it is permissible for him to receive zakat, as you have kindly mentioned. And God knows best.
