I say, and with God's help: The Zakat al-Fitr is to be paid for everyone who possesses the minimum threshold of zakat that exceeds their basic needs for housing, furniture, a car, and others, even if they are sinful. If the conditions are met, it becomes obligatory for them, and it is permissible to pay it on their behalf with their explicit or implied consent. And God knows best.
