Paying the Fidyah for the Insane Person's Fasting

Question
A man is suffering from brain cancer, and the cancer has destroyed his cognitive cells, so he is now unable to perceive or distinguish, considered 'insane'. Should we pay the expiation (Kaffarah) for his fasting? And if he regains his mind, should he make up for what he missed, or is he treated like a child until he reaches maturity?
Answer
I say, and with God's help: If his madness lasts for a full month during Ramadan, he is not required to fast or make expiation. If he regains his sanity, he should start fasting in the next Ramadan if he witnesses the month. And God knows best.
