How do we know that the number of rak'ahs in Witr is three, while Allah, the Exalted, says: {And the even and the odd}[Al-Fajr:3]? Does this mean that Witr is one rak'ah?

I say, and with God's success: The interpretation of the verse is not related to the Witr prayer, and there have been several interpretations of the verse, including: the pair (shaf') is the saying of God Almighty: {So whoever hastens [to complete] in two days - there is no sin upon him} [Al-Baqarah: 203], and the odd (witr) is His saying: {And whoever delays - there is no sin upon him} [Al-Baqarah: 203]. Among the interpretations is that God is the one odd (witr), and you are the pairs (shaf'), and God knows best.
