Not Pronouncing an Oath

Is the statement: 'It is forbidden for me to do such and such' considered an oath, and is an oath made internally without pronouncing it still an oath? For example, I lent someone money, and when I asked him for the debt, he said he had no money, so I thought to myself: 'It is forbidden for me to lend you again'?

I say, and with God's help: It is a statement that makes it forbidden for me, and it requires an expiation for the oath, and it is not considered an oath until it is uttered, and God knows best.
