A person has money and does not know when the capital started, should they estimate the lunar year and pay its zakat? Is it permissible to give it to his needy sister and brother or to relatives or to needy people who are not relatives?

I say, and with God's help: He should strive at the beginning of the time when the nisab is with him, and he should calculate the passing of a year (houl) from it. If he does not remember, he can consider the passing of a year to start from the beginning of Ramadan, and he should give zakat every year. It is permissible for him to give zakat to his relatives, except for his children and parents. And God knows best.
