Minorities of Non-Muslims in Muslim Lands
What is the validity of this statement: Scholars have differed regarding the legitimacy of non-Muslims participating in political affairs related to Muslims, especially in matters of consultation and its councils within the state, and the opinion attributed to the Hanafis regarding the permissibility of such actions like consultation and others?
Answer
I say, and with God's guidance: It is not forbidden to consult non-Muslims in matters that the people of politics need, and it is permissible for non-Muslims to have representatives in the advisory councils, and God knows best.
