Lying in an Oath

My mother and one of my brothers share in the sacrifice with some people, and after the slaughter, my brother gives my mother her share of the sacrifice, and she gives him the required money. This year, I have another brother who is estranged from my mother, and my mother wanted to give him from the sacrifice. She took it to my estranged brother, but he refused to take the meat, suspecting that it was from his mother. So, his brother swore to him that it came from his house, that his wife cut it, and that he paid for it, and he has not yet taken the price from his mother. He feels that his oath is a lie, and everything he swore about is true except that the meat is from his mother. Is he lying and does he have a sin? If he is lying, does he have to make expiation?

I say, and with God's help: It appears that in his words there is an allusion that conveys to the listener a meaning contrary to the truth, but the apparent wording indicates it. Such a thing is permissible due to necessity, including what you mentioned as a reason. This allusion carries no sin, and there is no expiation for his oath in it. God knows best.
