A woman borrowed money from another woman, and she gave it to her, saying to herself: If she does not repay me, I will consider it as Zakat al-Fitr for them. Is this permissible and will it be counted as Zakat al-Fitr?

I say, and with God's help: It should not be counted as Zakat al-Fitr; due to the lack of a firm intention for Zakat al-Fitr at the time of payment, it is merely a general charity, and God knows best.
