I say, and with God's help: It is not permissible for him to perform tayammum; because there is enough water to wash the obligatory parts in ablution, and the threefold washing is a Sunnah. Refer to: Al-Bahr Al-Ra'iq 1: 160, Radd Al-Muhtar 1: 170, and Sharh Al-Wiqayah p. 110, and God knows best.
