Ignorance of the Obligation of Fasting at the Beginning of Puberty

Question
I am now (57) years old. When I was (9) years old, my parents immigrated to America, and when I reached puberty, I did not know that I was required to fast and pray. When we returned to Jordan, I was (15) years old and began fasting. Do I owe any expiation or making up for the missed fasts?
Answer
I say, and with God's help: You must estimate what you have missed and make it up, and we hope that your ignorance of the ruling in non-Muslim countries will exempt you from the expiation, and God knows best.
