It does not break the fast; because this is something that cannot be avoided. It is permissible for the fasting person to swallow their saliva; because avoiding it would cause hardship and is an unnecessary strictness in religion, and we have been prohibited from such strictness. Allah has relieved us from hardship and difficulty, as mentioned in Bada'i' al-Sanai' 2: 90.
