Hajj on Behalf of Others

A woman whose husband has passed away asked her cousin to perform Hajj on his behalf and to cover all the expenses for travel, accommodation, and provisions. However, he agreed on the condition that he would do it for free since he is a guide for Hajj and is traveling for Hajj anyway. Is the Hajj valid on behalf of the deceased, and is it obligatory for his family to give charity in return for the expenses, such as sending it to the poor among Muslims?
Answer
I say, and with God's success: The argument for the deceased is valid without financial obligations, and the doer will be rewarded for that. Giving charity on behalf of the deceased has great benefit for them, and God knows best.
