I have relatives whose financial situation is weak; they rent an apartment next to their house, and the rent does not cover their needs. Is it permissible to give them Zakat?

I say, and with God's success: It is permissible to give them zakat if they are poor, provided that they do not own the zakat threshold, which is (100) grams of gold or its equivalent, in excess of their basic needs for food, housing, and clothing. It appears that this apartment is in excess of their original need for housing and is worth more than the mentioned threshold; thus, they are not considered poor to whom zakat is permissible, and God knows best.
