Giving Zakat Money to Children and Brothers

What is the wisdom behind not giving children from zakat money despite their need? Are not the closest relatives more deserving of kindness? Is it permissible to give it to a brother?
Answer

I say, and with God's help: It is not permissible to give zakat money to parents and children; because their maintenance is obligatory on some of them. However, it is permissible to give it to the son's wife or the daughter's husband, and it is permissible to give to brothers and sisters, so there is no harm in giving zakat and charity money to them, and it also carries the reward of maintaining ties (of kinship), and God knows best.
