I say, and with God's help: It is permissible for a foreigner to give money to a married woman; because she has a financial independence separate from her husband. A woman is not considered wealthy by her husband's wealth, unlike the husband, who is not allowed to give Zakat al-Fitr to his wife. And God knows best.
