A woman when she gives charity on behalf of her husband and her parents, she dedicates this charity to all deceased Muslims and for every poor person who cannot give charity. Is this permissible, and is it also permissible in endowments?

I say, and with God's success: It is permissible to dedicate the reward of acts of worship such as reading, prayer, charity, and others to the living and the dead, and to all Muslims. And God knows best.
