It is known that one of the conditions for the validity of Friday prayers is public permission: that the doors of the mosque be opened and people be called to prayer, even if a group gathers in the mosque and closes the doors, it is not permissible, as mentioned in "Rad al-Muhtar" 2: 152. Therefore, the place where Friday prayers are held must be accessible to the public. This condition is related to several matters: First: The place must be small, so that those who pray Friday there do not fill the mosque, and thus this place does not take the ruling of a city, which is defined as a place whose mosque does not accommodate its people. The matter is related to the number of people sufficient for Friday prayers to be valid. In our school, Friday is valid with three people besides the imam, but the place should be a city by the mentioned description. If the number inside the building is sufficient to establish the meaning of a city, it is considered a city in ruling, as in the famous case of the fortress in the city in ancient times, which was a place of governance, where people were prevented from entering for the security of those inside. Our jurists permitted Friday prayers and considered it a city with those inside, without the need for people to enter. It is stated in "Majma' al-Anhar" 1: 166, quoting from "Uyun al-Madhahib": "The closing of the fortress door due to an enemy or an old custom does not harm, because public permission is obtained for its people, and closing the door is not to prevent the worshiper, but not closing it is better," as in "Hashiyat al-Tahawi" 2: 124. This is preferable to what is in "Al-Bahr" and "Al-Minh"; it should be preserved, as in "Al-Durr al-Muhtar" 1: 109. Second: The prohibition of entry prevents people from performing Friday prayers because there are no other mosques where they can be called to pray for Friday. However, if there are mosques where people can perform Friday prayers, it is not prohibited to close a place for prayer for clear reasons. Ibn Abidin stated in "Rad al-Muhtar" 2: 152: "The point of contention should be if it is only held in one place; if there are multiple places, then it does not because it does not achieve deprivation...". Thus, the validity of Friday prayers in closed government institutions for security reasons has been established in its various forms, as long as there is a clear necessity for that after fulfilling the previous conditions, and God knows best.
