I say, and with God's guidance: The Witr prayer consists of three rak'ahs with an intermediate tashahhud, and one tasleem after the three rak'ahs. Witr is obligatory according to Abu Hanifa, and the Fajr prayer is not valid if one prays it while remembering that they have not prayed Witr. And God knows best.
