Exporting Products from Non-Manufacturing Companies

The issue is as follows: We are one of many companies that issue conformity certificates for products entering the Kingdom of Saudi Arabia, where we comply with all the necessary rules and regulations for issuing these certificates. However, we want to achieve greater sales by offering a financial amount to the person responsible in a certain company for the process of issuing certificates for the products they want to import from abroad; so that they issue them through our company, and not through competing companies, knowing that our price is the lowest and the best, and we will not make any violations in the requirements for issuing these certificates. It is worth noting that some of these officials have not dealt with us because there are companies that give them a financial amount. What is the ruling?

I say, and with God's help: What you are paying is considered unlawful bribery, and it is not permissible, except if it is paid for a genuine fulfillment, and God knows best.
