Expiation of Fasting to One Poor Person
Is it permissible to give the expiation of fasting to one poor person for sixty days instead of giving it to sixty needy people?
Answer
I say, and with God's success: It is permissible to give it to one poor person if it is repeated every day for him, and he is considered equivalent to sixty poor people due to his ongoing need, and God knows best.
