Expiation for Zihar

Question
He said to his wife: You are to me like the back of my mother. A mufti ruled that he must feed sixty poor people. Is it permissible for him to move to feeding without experiencing fasting and seeing if he can do it or not? Knowing that he fasts the entire month of Ramadan and that the one who made the declaration is a diabetic?
Answer
I say, and with God's help: The original ruling regarding the expiation for declaring one's wife as one's mother (Zihar) is that the order is obligatory. However, if the person who declared Zihar is unable to fast due to illness or any reason that incapacitates him from fasting, he should then move on to feeding sixty needy people; otherwise, he should not. And God knows best.
