I say, and with God's help: The one who neglects prayer commits a great sin, but he is not considered a disbeliever if he neglects prayer out of laziness. He is considered a disbeliever if he neglects it out of denial. It is not permissible to boldly declare Muslims as disbelievers, due to the great danger in it. And God knows best.
