I say, and with God's success: Intercourse and enjoyment are prohibited between the navel and the knee, such as direct contact, and thighing, while kissing and touching above the garment are permissible. Refer to the explanation of Al-Waqaya, p. 125, and others. The Prophet (peace be upon him) was asked what is permissible for me from my wife while she is menstruating, and he said: "You may have what is above the garment." This is found in Sunan Abu Dawood 1: 55, Sunan Al-Sughra 1: 123, Sunan Al-Darimi 1: 259, and others. Al-Qari said in Fath Bab Al-Inaya 1: 214: Some have deemed it good, and Al-Iraqi said it should be considered authentic, and God knows best.
