Eating Other People's Food Without Their Permission

A lady works with children, and sometimes she eats their food without their permission, but she sometimes buys them compensatory items. You said that as long as she eats from them and feeds them with her own money, this is acceptable. However, there are children she has not compensated for in ten years due to her ignorance and negligence. Does she have any responsibility?
