Eating and Drinking for the Fasting Person at Dawn

Is it permissible to eat and drink upon hearing the Fajr call to prayer?
Answer
I say, and with God's success: The time for fasting is from the moment the dawn spreads widely in the horizon until sunset, by consensus. There are two types of dawn: the false dawn, which is the whiteness that appears in the sky lengthwise and is followed by darkness, and the true dawn, which is the whiteness that spreads in the horizon. With the rising of the false dawn, it is not forbidden for the fasting person to eat until the true dawn rises. The accepted view among scholars is that fasting begins with the first appearance of the true dawn, which coincides with the moment the muezzin starts the call to prayer. Thus, it is clear that eating and drinking at the second call to prayer is unanimously agreed upon by the recognized scholars in the four schools of thought. Anyone who eats or drinks during the call to prayer, such as swallowing a morsel in their mouth without expelling it, must make up for the fast and pay a compensation. As for the hadith "If any of you hears the call to prayer while holding a vessel, let him not put it down until he fulfills his need from it," it refers to the first call to prayer, i.e., until the false dawn. The hadith itself is weak, and it is not permissible to act upon it as it contradicts the Quran and the authentic hadiths. There is no regard for those who permit eating and drinking if dawn has come and the call has been made, as this contradicts the consensus of the scholars. And God knows best.
