I say, and with God's success: It is not required for the person giving Zakat to distribute it to all the categories entitled to Zakat; he can distribute it to all of them or to some of them, even if it is just one person among them, as mentioned in Fath al-Bab al-'Inayah 1: 535, and God knows best.
