I say, and with God's guidance: It is not permissible for the husband to deprive his wife of her right to the dowry if he intends to divorce her, and this is conditioned on the wife not being disobedient and rebellious. If she is rebellious, then the law will govern their dispute without deceit from either of them, and God knows best.
