Customer Referral with Commission

Question
Is it permissible for a company to agree with another company, or for a store to agree with another store, or for two merchants to agree to send each other customers in exchange for a percentage of the services provided? For example, if an orthopedic clinic in a medical complex agrees with an imaging clinic in the same building or elsewhere to send all cases of fractures and others to the agreed imaging clinic, and in return, the imaging clinic pays a percentage to the orthopedic doctor they have agreed with, is this permissible? Is there a difference if this percentage is added to the patient by the imaging clinic or not?
Answer
I say, and with God's help: It is permissible if this commission is not increased for the customer, but rather from the original fee of the other party. Likewise, if there is no deception towards the customer or demanding unnecessary things from him in order to obtain the commission, and there is no financial or other harm inflicted on the customer, and God knows best.
