Is it permissible for a person to have a current balance in a usurious bank (without interest being applied to the balance)? Knowing that there is no Islamic bank in the area, what is the ruling?

I say, and with God's help: It is not permissible to open an account in a usurious bank except out of necessity when there is no Islamic bank available. If he receives interest from his account in the usurious bank, he should give it in charity, and God knows best.
