Answer
Three conditions are required for the validity of Ihram: 1. Islam, as Ihram is not valid from a non-Muslim. 2. Intention. 3. The Talbiyah or something that takes its place from remembrance, or the imitation of the sacrificial animal while leading it; the Prophet (peace be upon him) said to Aisha (may Allah be pleased with her): "So perform Ghusl and then declare your intention for Hajj" [in Sahih Muslim 2: 881], and his command is obligatory.
