Conditions for the Obligation of Zakat

I have a debt from my brother for a considerable amount, should I pay its Zakat, even though he hasn't given me anything from it? What is the minimum amount of wealth that requires Zakat to be paid, for example, is it one thousand dollars or one thousand Omani rials? What is the amount of money? And if I have saved an amount and spent from it, is it necessary to pay its Zakat?
Answer
I say, and with God's help: Zakat must be paid after receiving the debt from the debtor for all previous years if you hope to get it back. If you do not hope to get it back, you pay for one year only. Zakat is obligatory if you own the amount of the nisab, which is (100) grams of gold, and it is due when a year has passed, and God knows best.
