I say, and with God's help: One of the conditions for zakat is the ownership of the poor, and ownership is not achieved with the condition. However, due to the need of the poor, the giver may provide clothes for Eid, and these may be considered as his zakat, or he may ask the poor to purchase, but the poor person has the right not to buy. And God knows best.
