Completion of Inherited Construction from the Heirs' Funds

My father had a house and passed away, and the capital in the house that he built from his personal account was (12) thousand dinars. My male siblings completed the construction from their own funds, and after a while, each of my siblings built a house for themselves from their own expenses. The entire building is registered in my father's name, but the first floor is licensed while the other floors are not licensed. My siblings have no legal rights to the house. What is the ruling regarding the inheritance for me and my siblings from my father, and do my brothers have full rights to the first floor or to the amount that my father spent on it?
Answer
I say, and with God's success: Whoever contributed money to the construction of the house has a private right to it, and it does not enter into inheritance. You should assess the amounts paid by those who contributed to the construction so that they can be compensated or given a share of the house in return for it. And God knows best.
