I say, and with God's help: It is not required to celebrate the birth (Mawlid) by vow because it is among the acts of devotion, and what is required in a vow must be of the same kind as the intended act of devotion, such as prayer or fasting. It is recommended to celebrate the Mawlid, which is gathering in love for God Almighty and His Messenger, and it includes acts of goodness such as listening to the Quran, sermons, songs, food, and so on.
