I say, and with God's success: The time for the Duha prayer is from a third of an hour after sunrise until just before noon. It cannot be made up because it is a voluntary prayer and not an obligation. The time for the two Rak'ahs of the Sunnah before the Dhuhr prayer is after the time for the Dhuhr prayer has entered, so they differ in time. Therefore, it is not permissible to combine them in prayer at the same time. And God knows best.
