She then buys the item based on the price she altered, which is less than its actual price, claiming that the store will change the prices after a month. She believes she is not acting improperly and that her action is not forbidden. What is the ruling on this?

I say, and with God's guidance: This behavior is forbidden for her; due to the lies and deception involved, and these clothes are forbidden for her; because they do not belong to her as much as she has tampered with the price. She must rectify the matter either by returning the clothes to their owner or by giving him the remaining price. And God knows best.
