Changing the Intention of Charity

My husband wants to give charity for the people of Gaza on my behalf, and the first time I sent it, I was investigated and asked many questions. I am afraid there will be problems in the future. Is it permissible to give charity to someone we know who is in a bad situation instead of the people of Gaza, and are we sinful for changing the intention?
Answer
I say, and with God's help: The people of Gaza are the most deserving of assistance these days after the recent aggression, but there are many doors for helping other needy individuals who are no less important. Therefore, it is possible to allocate funds to them, and changing the intention from one good deed to another does not harm; for it is all in the way of God Almighty, and God knows best.
