Some parents believe that there is no benefit in their children studying in formal schools, and if they want to transfer them to religious schools, they need to pay a bribe to obtain certificates that they have completed formal education. What is the ruling on that?

I say, and with God's help: This issue should be fatwa'd by the scholars of your country; because they are more capable of understanding the intended context; because paying a bribe to obtain your right is permissible. Whether what you are saying falls under your rights or not requires assessment by the scholars of your country, and God knows best.
