Breakfast for Those in Military Service

Question
A young man serving in the military cannot fast during Ramadan or after Ramadan. He has been in military service for six years and currently has no hope of being discharged. What should he do? Is expiation sufficient for him?
Answer
I say, and with God's success: He must fast in Ramadan, and this is not an excuse for breaking the fast. He is required to make up for what he missed along with the expiation. By doing this, he has prioritized this world over the Hereafter, and God knows best.
