Borrowing to Pay Zakat al-Fitr

Question
Is Zakat al-Fitr obligatory for a Muslim if they do not have it available, and is it permissible to borrow money in order to pay it?
Answer
I say, and with God's help: Zakat al-Fitr is obligatory for anyone who possesses the nisab of zakat, which is (100) grams of gold in excess of their basic needs. Those who do not possess the nisab are not required to give charity; rather, they receive it. A poor person should not go into debt because charity was legislated to meet the needs of the poor, not to push them into debt and burden them beyond their capacity. And God knows best.
