A person has a debt of (1300) dinars to a building materials store and wishes to apply for a loan of (6000) dinars from the Military Credit Bank against an invoice for building materials from the store. The (6000) dinars will be disbursed in the name of the owner of the building materials store, and (1300) dinars will be deducted for his due - the previous debt - and (200) dinars will also be deducted in case the Military Credit Bank inspects the building materials. A vehicle will be moved - right in front of you, merchant - and the remaining amount will be returned to the loan applicant to pay off his debts. What is the ruling on this?

I say, and with God's guidance: This is manipulation and deception, and it is not permissible for a Muslim, as it leads him to engage in usury, and God knows best.
