A Woman's Seclusion with a Non-Mahram

Question
Is it permissible for a woman to ride in a taxi with only the driver, who is a non-mahram, and with her young children? Is this considered seclusion? Does the hadith apply: 'No man is alone with a woman except that the devil is the third of them'?
Answer
I say, and with God's help: Riding in a car with a foreign driver does not count as being alone as long as they are in the city and on public streets in front of everyone. And God knows best.
