I say, and with God's success: A woman's foot outside of prayer is considered 'awrah (private part), and it is not permissible to uncover it in front of non-mahrams except in cases of necessity. She is sinful for wearing sandals without socks in front of non-mahrams, due to the temptation it may cause. And God knows best.
